[Wapt] WAPT on SME

it has already been asked a few times. However I had no customer 
requiring CentOS support, so I had not much incentive to write rpm 
packages... I may change pretty soon, so I have started to look at it.

I have hacked a spec files for centos7 in my private git repo. I'll see 
next week to clean it up and push it to github.

However I believe the last SME server version is based on CentOS 6.5, so 
I'm not sure it will work properly. And there will be some specific 
configuration for vhost in apache to do in postconf.py.
